Every household with more than 2 cars should pay a higher road tax

Additional Information

To help reduce vehicle emissions, congestion and increase the governments income there should be a recommended maximum of two cars per household and any additional car over this amount should pay considerably higher road tax. This should make people think about other transport options or pay a premium for a privilege.
