MPs should have a free vote on petitions debated in parliament
Debating petitions in parliament is not about getting a response from government - that is what written and oral questions are for - but about getting a response from parliament.
That requires a free vote, and that free vote must be compulsory so that the government can avoid all responsibility for the result.
