Remove variable speed cameras or only put them in action for emergencies
The removal of the variable speed cameras would cut congestion dramatically it will also prevent as many crashes in these areas from people slamming their brakes on when they approach a ridiculous 40mph
When the cameras have been off over Christmas no traffic at all on the m4 past Newport at the same time when the cameras are in action you can expect tailbacks that also cause high emissions from stop start traffic caused by these variable limits they should either be removed or only used if there are lanes blocked
