Make it illegal to cycle under the influence of alcohol.
As cycling takes a great amount of focus and concentration and focus just like driving & knowing that a bike cycled dangerously can cause minor or in some cases serious injuries to the victims including death, it should legally be the case that you should have to be sober and in a fit state of mind.
Many cases of evidence can be found, such as fatalities being caused by dangerous cyclists and drunk cyclists including a number of fatalities to back up my case.

We're not sure exactly what action you'd like the UK Government or Parliament to take, because cycling when under influence of drink or drugs is already illegal.
