Refund for flight time changes
People book flight with advertised flight times .airline can change the flight times without offering a refund .thus they are not providing what was advertised and some airlines won’t refund monies if the flight is then cancelled

Petitions need to call on the Government or Parliament to take a specific action. We understand that you're concerned about the rules around refunds for flights, but we're not sure what specific action you'd like Government or Parliament to take.
In any case, the issue you raise is the responsibility of the European Union, not the UK Government or Parliament.
You could start a new petition asking that when we leave the EU the Government and Parliament make a new law to require airlines operating out of UK airports to guarantee that where an airline changes departure time it must allow passengers to cancel the flight with a full refund, if that's what you'd like to happen.
