Introduce strict rules and penalties for misuse of patent child bays in carparks

Up and down the country parents with small children battle to park easily often with space to get car seats in and out the car because mindless people think theybare more important and take them up without need or children. This is because unlike disabled spots in many places there is no penalty.

Additional Information

In my local council run multi storey in 10 minutes we observed 9 cars with no children arriving. And when challenged often the response is "so" or "nothing to stop me" or "ill park where i want"
This needs to stop. We for example have young twins so need to get car seats out both sides and in a standard space there simply isnt room to do so.

We all either have children or know people who do so should help to make this happen and stop the mindlessness now.
