Additional Information

where there are a number of petitions which are substantially the same the votes for them should be counted together.
a example would be that a number of petitions are calling for the reintroduction of the death penalty the votes for these and others in the same situation should be counted together as while different petitions have been submitted the voter would likely have supported any one of them therefore they should be treated as one petition
