Create a new criminal offence. Use of a vehicle to threaten or intimidate.
More and more often people use their vehicle as a weapon toward other, more vulnerable road users. That could be a car driver toward a cyclist or pedestrian, or indeed a cyclist toward a pedestrian. The intentional close pass and other bullying is something that simply cannot be accepted on the road
