Allow state school students to wear outdoor jackets in campus.
In cold weather, many students feel that school uniform has failed in delivering the basic need of providing warmth and protection from hostile weather such as rain, wind and blizzards The enforcement of uniform rules has become obsessive and overly authoritarian.
