Allow citizens to instigate legislation by means of initiative followed by referendum

Additional Information

A Bill supported by 1 million signatures of people on the electoral register should be put to a referendum on the next available election day (usually the first Monday in May), and if it obtains a majority of the votes cast should pass straight on to the Statute Book.
