Revision of car driving licence system

Additional Information

Re-structure the car driver licensing system to follow the principle of motor bikes - a two stage test with limits on the power of cars driven and no access to motorways (other than under tuition) prior to completion of stage two. Also to give the courts power to downgrade a licence to stage 1 rather than a complete ban.
