Right to have children requires a minimum household income

Additional Information

There must be a minimum household income (undecided as of yet, liable to fluctuate based on national economy, regional living costs etc) before people are allowed to have children.

This will help combat child poverty, and thus indirectly battle gang culture: gang culture with youth often originates from deprived backgrounds. It also will save money on child tax credits and benefits, while assisting with the overpopulation crisis.
