For uninsured drivers, those without a valid driving license, banned drivers, second offenders of drink/drug driving and mobile phone usage, they should have their cars impounded and sold at auction, with the funds going into the pot to help with the payouts to any people who suffer resulting from these illegal drivers.
Too many people are driving without insurance or while banned etc. Hit them in the pocket by selling the vehicles involved. Not many offenders can continue to buy more and more vehicles.
