Lower the theory test to 16
If you can do your GCSE'S and have your own moped why not be able to take a theory test, changing the age to 16 would enable 16 years old's to feel responsibility. Giving them a responsibility like this will give them the understanding that they need. This will enable teenagers to become mature.

If you'd like people to be able to take the car driving theory test at 16, you could start a new petition asking for that.
