stop children being placed in foster care without family being asked first.
children being able to stay with their close family and not put in foster care with strangers as this has more of an impact on a child's emotional well being as well if thwy are split up from siblings some with family but others not how is child meant to feel.
if children where kept with family rather than placed on foster care they wouldn't have too much settling to do and still b3 able.to have reasonable contact with friends family know the child better than anyone. children be able to be happy and feel safe with family.
