Introduce Third Party insurance for all cyclists.
It's about time cyclists should be made to take out Insurance Cover to ride bicycles on the road. If cars have to why not bikes they can cause damage too!
Flashing LEDs should also be banned for cyclists when riding as very distracting when driving or walking. Especially if not angled down at the road.
This is also a big hazard for epileptics and flash blinding drivers.
