Cyclists must wear high visibility gear and be insured.

Additional Information

The majority of cyclists, particularly between October and March, wear dark clothing and many don't have lights on their bikes. I want the government to make it law that they wear high visibility jackets between dusk and dawn, and to be insured to use a cycle on the public highway.
