Give PCV Cat D drivers Cat C (HGV) entitlement
Currently there is a shortage of Cat C HGV drivers if Cat D entitled drivers were given Cat C status this would help close the shortfall.
Cat D & C test are almost the same and the vehicles have the same characteristics in movement.
