Animal testing should not be passed through 3 different licences

Additional Information

The 3 different licences that someone has to pass before they can tes on an animal is knowing how many animals will be used (only alowed animals with smallest sensitivity), having appropirate facilicies, and personal licence for every researcher. This means that if a scientist does not have the money, they cant test which can prevent important discoveries.
So the government should remove the three licence rule and only check if the conditoins are suitable for animals to be tested in.
