Make it compulsory that all dogs should be on leads in public places.
Lately there has been an increase in attacks on dogs when they are out walking. Most, although not all, have involved dogs off their lead.
Responsible owners who keep their dogs on leads at all times, are constantly being harassed or even attacked by dogs who are not under control.
14/39 Police forces responded to a FOI request about dog on dog attacks.
1,700 reported dog attacks on other dogs In the last two years . It is unclear how many less serious incidents occur as some owners do not report all altercations.
