SWEP should be legal requirement. Accommodate rough sleepers in freezing weather
SWEP severe weather emergency protocol where councils offer rough sleepers emergency accommodation in bad weather is not a legal requirement. SWEP won’t open until there has been 3 consecutive nights where the weather has dropped below freezing. SWEP details are not published online on one website.
