Charge Civil Servants with causing Harassment, Alarm and Distress.
When a Civil Servant sanctions an individual and that individual subsequently gets the sanction overturned. The Civil Servant responsible for implementing the sanction should be arrested and charged with causing Harassement, Alarm and Distress to a member of the public.
