Insurance should insure the driver not the vehicle

Additional Information

The current vehicle insurance arrangements in the UK are proving unsatisfactory. The UK should move to a system where each driver is provided with a unique set of number plates that can be moved from vehicle to vehicle. Insurance would then be tied to the driver rather than the individual vehicle.
