Create a maximum suffering level for testing on animals

At the moment when animals are tested on, the rules state that they must experience suffering to a minimum, but there is no guidance or regulations as to what the minimum is. I think this is wrong as animals are sometimes brutally hurt, yet the trial or testing still goes on.

We're not sure exactly what you mean by "a maximum suffering level".
