Introduce a company social responsibility metric

Additional Information

Companies have no incentive to be socially responsible.
Create a requirement for Government procurement to take a company's social responsibility rating into account.
The new social responsibility rating is a letter - A being the highest rating.
A set of criteria are used to rate a company - for instance, and not limited to:
(1) The multiplier between the lowest paid employee and the highest paid; in order to get an A rating, this multiplier must be low. In order to get above M, the multiplier must be a max of 50
(2) Research & Development
(3) Local training provided
(4) Involvement with local schools
(5) Contribution to social funds
Companies are rated by an external auditor, in a similar way to the way that ISO qualifications are gained, and companies pay for their own rating. Ratings are reviewed regularly.
Companies will not be allowed to break the rules by splitting themselves into a company consisting only of directors, with the producers being in a separate company.
