Towing Caravan and trailer tax

Additional Information

A road usage tax (similar to the one imposed on cars) to be introduced for the use of caravans and trailers that are towed on the highway.
This could be based in the same way as the current vehicle tax with different catagories depending on size and in half yearly or annual increments.
