Discuss levels of devolved governments in the UK as a UK not nation by nation

Additional Information

To approach devolution of power to the individual nation states together as a union. Every devolution of power to an individual nation state has an effect on other nation states. I am not opposed to nation states having a devolved government in fact i approve of every nation having a separate administration but we need to decide it together in the same bill.

If we keep bowing to each individual nations need there may soon not be a United Kingdom.
