Introduce a "Sealed Bid" system for House Buyers in England

Additional Information

To propose a "sealed bid" system for English house-buyers (and sellers) so that any sale cannot be scuppered by "Gazumpers" or "Gazunderers" at the last minute.

This system is used in Scotland where the price offered for a property is sealed in an envelope and cannot be altered.
