Abolish the TV licence
If the BBC was a commercial business, rather than a tax raising scheme, it would both generate more revenue from advertising, be free to pay silly amounts of money for what they want as well, and be forced to compete for ratings, rather than be guaranteed with income. There are well over 200 channels that are forced to compete this way, why not the BBC? Furthermore, the TV licence has gradually increased with no improvement in service.
