Changes to minimum sentence for rape (at the discretion of judge)

Additional Information

The current law states that if a woman is drunk then she is not able to give consent. If a man has sex with a drunken woman, even if he is drunk, even if she gives consent, even if he is drunk, even if he has not forced himself onto her, even if he has not given her the drink then he is guilty of rape, which carries a minimum sentence of 4 years imprisonment.

I would like this to be reviewed, and the option for a suspended sentence and some form of rehabiltation, at the discretion of the judge.
