Restructure the taxpayers bank RBS now

This petition proposes that the taxpayers asset- RBS, is restructured at the earliest opportunity to create two new divisions with specific financial targets 1.dedicated to lend money to SME's at rates that reflect the banks current low borrowing costs, to SME’s with innovative products or services and credible business plans, and 2.dedicated to offer mortgages with shared equity only to first time buyers who face depressed incomes, high prices and unreasonable demands for excessive deposits which are a function of banks risk aversion.Management remuneration based on meeting lending targets.
