The penalty powers of the Electoral Commission should be increased substantially
The fine of £70 000 levied against Leave.EU for breaching electoral rules is insignificant given the size of their overspending and the resources of the organisation's main backer.
Electoral fraud is a crime against everyone, since it destroys the fundamental foundations of free and fair elections. Recent examples of flagrant abuse of the electoral rules by the Conservative Party, in the Thanet by-election, and the collusion between several organisations in the 2016 referendum are evidence that the punishments are so low as to now be regarded, by those willing to break the rules, as a levy to allow misbehaviour.
