Consequences for electoral and referendum rule breaches must deter cheats.
The electoral commission has fined parties including the Conservative party over spending limits being breached in the 2015 general election, & fined Leave.eu for similar offences in the EU referendum.
Clearly the fines and consequences for breaching laws to protect democracy are not sufficient.
Spending limits in elections and referendums intend to make the effects of money and influence on the electorate fair.
If these rules are to work, in the control of a £1 trillion economy and all the benefits such control manifests, then the consequences of breaches must deter.
The electoral commission suggested following breaches in the 2015 general election, that their fines may become the “cost of doing business”.
Leave.eu overspent by 10%, to gain an 1% advantage.
