Allow Left turns on red like in the USA

So in the USA you can legally turn Right on a red light which helps with easing traffic and lowering co2 emmisons So I think that when applicable We should be allowed to turn left on red due to us driving on the left side of the road. This would greatly decrease co2 emmisons and traffic in cities.
