Allow Rail Staff to use other TOC's for travel to/from work

Additional Information

Rail staff should be allowed to travel to/from work with other TOC's. Although we work for different companies, we all contribute to the same industry.
Therefore, a national travel permit for all rail staff should be issued, for travel to/from work.
