Every educational establishment in Britain to fly the Union Jack.
Ensure every educational establishment in Britain for people up to the age of 16 implement necessary works to enable the Union Jack flag to be displayed every day of the year. All students to learn the national anthem and be demonstrated once every week to the flag flying ceremony.
To promote citizenship, acknowledgment of the sacrifices made by our forefathers and to instill a belief in a higher purpose together with a respect for nationhood and the ceremony that depicts these values.

The UK Government isn't responsible for all educational establishments in the UK.
You could start a petition calling for all state schools in England to be required to fly the Union Jack, if that's what you'd like to happen.
