Give Roman Abramovich British Citizenship .
We need foreign investors and we don't have many within the UK.
He brings money to the UK and helps the economy .

Mr Abramovich doesn't appear to have applied for British Citizenship. We're therefore not exactly sure what you'd like the Government or Parliament to do.
You could start a new petition asking for a specific change in the immigration rules for the investor's visa, if that's what you'd like to happen.
