It is proposed, notwithstanding the legislation of the 1974 Local Government Act, that the number of councillors in any local government ward is reduced from the previous multiples of 3 to 1 per ward, on the reasoning that the value of democracy will not be diluted. match their representative tenure to central government MPs and reduce the 'expenses' financial burden on the local taxpayer by 67%,
