Make cyclists require a cycling licence that they must carry at all times.
I have nearly been hit three times by cyclists going at high speed around corners. Cyclists never use bells anymore so silently sneak up on you and shoot past (on the pavement).
Many people have called for regulation of cycling. This has been impractical as bikes do not need reg numbers (like cars) but this proposal is new. I propose that cyclists themselves should have to purchase a licence from the DVLA which can be revoked if guilty of dangerous cycling.
