Stop classing pets remains as waste

Additional Information

Many councils class dead pet's remains as waste.
Many pet owners would like their pets' remains either buried with them or their pet's ashes scattered with their owners ashes.
If an owner states in their will that this should happen with their pets' remains, it should be granted.
After all pets are like children to many people.
