Lower the age of consent to 14 or 15
I believe that people hit puberty at about 12. At 14-15, people are still going through puberty but I believe that they are also mature enough to give consent.
Underage sex/pregnancy is a big issue. Moving the age of consent down, while still keeping it at an age where people are old enough to give consent, would reduce underage sex.
