Make it a specific criminal offence to beg or busk with a dog in a public place
Chow dogs are being forced to sit in the heat for over 12 hours as the 'owner' begs for money. Gangs are breeding and importing the dogs for the use of 'entertainment ' to solicit funds. They are 'rented out', forced to urinate tied up, kept in hot vans, beaten and kicked in the head.
Making the use of dogs and other animals for begging and busking a specific offence would make it much easier to bring the perpetrators of this sort of cruelty to justice.
