Annul Brexit referendum pursuant to Venice Commission's code of good practice
Paragraph 24 of the Council of Europe's Venice Commission's "Code of Good Practice on Referendums" states that "if the cap on spending is exceeded by a significant margin, the vote must be annulled". As Vote Leave significantly exceeded its spending cap, the UK must annul the vote of 23rd June 2016.
The United Kingdom is a member of the Council of Europe, of which the Venice Commission is an advisory body, composed of independent experts in the field of constitutional law. Therefore the UK should follow the commission's Code of Good Practice on Referendums by annulling the referendum of 23rd June 2016 in view of Vote Leave significantly exceeding its spending cap.
