Make it law for cyclists to obey road traffic restrictions and have insurance
All cyclists should pass a cycling proficiency test, have 3rd party insurance to cover accidents they cause and to display number plates so they can be prosecuted u dear the road traffic act the same as motorists.
Cyclists should be bound by the same laws as other road users and incur similar penalties for road traffic offences such as jumping red traffic lights. Third party insurance should be mandatory as they are the cause of many accidents and the only recourse for the injured party is civil prosecution
