The aim of this is to remove the prospect of moral hazard from the Brexit debate - i.e. to make it unattractive for MPs to drive Brexit in a manner that would provide for their individual advantage rather than national advantage

Moral Hazard exists where one party is responsible for the interests of another is incentivised to put their own interests first. Financial examples include:
• Selling you a financial product (e.g., a mortgage) knowing that it is not in your interests to buy it.
• Paying myself excessive bonuses out of funds that I am managing on your behalf; or
• Taking risks that you then have to bear.
