Install a fence or screen in the middle of motorways to prevent rubber necking

Petition Details

Rubber necking creates massive amounts of traffic even on a road that is totally unaffected. For example, an accident on the opposite carriage can cause a queue or a crash due to people looking across the road instead of where they're going. We need to install screens or barriers to prevent this!
