Full cost recovery from vexatious and repeat abuse of the petitions system
Noble in original intent the petitions system has increasingly been used as a campaigning tool by vexatious & repeat petitioners particularly in the animal rights sector. These petitioners abuse the system by starting multiple petitions, use “sock puppets” to petition or as publicity to sell books.
