Make a register for criminals who are convicted of animal abuse.
the country needs a public register (much like a sex offenders register) for those criminals who commit animal abuse... this will prevent breeders or animal sellers allowing an animal to get into the wrong hands. Furthermore it may act as a deterrent to those are on the verge of being so cruel!
