Make it illegal to run over a cat and not report it.
On August 1st 2018, my cat of six years Reg was killed in a hit and run. For three days I had no idea what had happened to him. I want it to be a legal requirement for it to be a crime to not report running over a cat. If hitting a dog needs to be reported, then so does a cat!!
