TV broadcasters must collaborate to end age related discrimination
The Equality Act made it an offence to discriminate against people based on their age/physical infirmity
Access to the broadest range of content is essential to the elderly
My FIL subscribed to Sky. He needs on-demand content but if it doesn't originate from Sky then subtitles are absent
Sky say this is beyond their control - the content providers e.g. BBC ITV C4 & C5 do not provide subtitles. We know that the content is subtitled because if viewed via the providers own catch up services, they are present
However, using a computer to connect to the individual catch up services is not a workable solution due to the technological barrier
There is a lack of will in the industry, enforcement or detail in the current legislation, so the broadcasters avoid the spirit of the law

The Digital Economy Act 2017 granted new powers to Ofcom to set on-demand subtitle quotas for broadcasters. Following Ofcom's consultation on this, the Government is now drafting regulations to put these quotas into effect.
You could start a new petition setting out what action you would like the UK Government or Parliament to do.
